Goa issues tender for 30 MW rooftop solar projects

Goa Energy Development Agency (GEDA) has issued a request for proposals to commission 30 MW rooftop solar projects. To be located on government buildings, the projects will be set up the basis of renewable energy service company model. The phase 1 of the project consists of 75 sites, having a cumulative capacity ranging from 10-13 MW. While, phase 2 involves 312 locations with a capacity ranging from 20-28 MW. The total project capacity must be 30 MW. However, the project can consist of multiple rooftop units, each requiring an individual meter for billing purposes. The phase I and phase II ceiling tariff is set at Rs 4.03 per kWh and Rs 3.95 per kWh, respectively.

According to the tender guidelines, the bidders are required to furnish Rs 5 million as an earnest money deposit. The developers are required to submit performance bank guarantee equaling Rs 2 million per MW. The winning bidders will be responsible for operations and maintenance for a period of 25 years. The bid submission deadline is April 26, 2024.

Furthermore, the winning bidder is required to produce minimum power from solar plant of 1,400 Kwh per kWp. The developer is required to install two energy meters – the primary meter and the verification meter, for capacities exceeding 20 kW. Prospective bidders should have finished three comparable projects amounting to a minimum of 40 per cent of the anticipated workload of 12 MW, or two similar undertakings totaling at least 60 per cent of the estimated workload of 18 MW, or one comparable project covering at least 80 per cent of the expected workload of 24 MW. A capacity utilisation factor of minimum 17 per cent must be maintained for a period of five years.

In November 2022, GEDA issued a tender for the supply, installation, testing, commissioning, and maintenance of 2.2 kW grid-connected wind power plants.
