SECI issues tender for 300 MW solar project

The Solar Energy Corporation of India (SECI) has issued a request for proposals to develop a 300 MW ground-mounted solar project. To be located at Ramagiri in Andhra Pradesh, the project will be set up under central public sector undertaking sheme, phase II.

According to the tender guidelines, the scope of work under the project includes design, engineering, procurement, and provision of equipment and materials (excluding solar modules, which will be supplied by SECI), as well as the construction, erection, testing, commissioning. The developers will also be responsible for operation and maintenance of the project for a period of five years. The bidders are required to submit Rs 45 million as an earnest money deposit. The developers are required to furnish 5 per cent of total project cost as a contract performance security. The bid submission deadline is March 27, 2024.

Bidders have the option to qualify through route 1, 2, or 3. To qualify through route 1, they must demonstrate experience in the execution of EPC for ground-mounted solar projects, with a cumulative capacity of at least 120 MW or more in the last seven financial years. Additionally, each project must have been in satisfactory operation for at least six months before the bid submission. To meet the criteria of route 2, applicants must possess experience as a developer of grid-connected solar projects with a combined capacity of 120 MW or more. Individual projects should have a capacity of 30 MW or higher and must have been operational for at least six months before the bid submission. To fulfill the requirements of route 3, the bidders must have executed an industrial project valued at Rs 750 million or higher in the past ten years. This project should have been in successful operation for at least one year preceding the bid submission. Additionally, they should have experience in the execution of at least one electrical sub-station with a voltage level of 33 kV or above. Furthermore, only class I local suppliers for solar inverters are allowed to take part in this tender.
