GUVNL issues tender for 1,125 MW solar projects

Gujarat Urja Vikas Nigam Limited (GUVNL) has issued a request for proposals to purchase power from 1,125 MW grid-connected solar power projects. The project will be set up at renewable energy park of Gujarat State Electricity Corporation Limited, stage 3, at Khavda, without energy storage.

According to the tender guidelines, the bidders are required to submit earnest money deposit equaling Rs 928,000 per MW of the quoted capacity. After receiving the letter of intent, the developer is required to furnish a performance bank guarantee equaling Rs 2.32 million per MW of the allotted capacity. The bid submission deadline is February 15, 2024.

The bidders are required to offer a minimum capacity of 50 MW. The developers are required to enter into a power purchase agreement with GUVNL. Furthermore, the developers are required to maintain at least 17 per cent annual capacity utilisation factor. Until the conclusion of 10 years from the commercial operation date, the winning developers are required to maintain annual supply equivalent to a capacity utilisation factor ranging between +10 per cent and -15 per cent of the declared value. Furthermore, GUVNL has mandated the use of indigenously manufactured solar modules listed in the Approved List of Models and Manufacturers.

Recently, in February 2024, results were announced for GUVNL’s auction to develop 600 MW of grid-connected solar power projects, phase XXI. By quoting Rs 2.54 per kWh, SJVN Green Energy won 100 MW. While SAEL Industries and Coal India have won 200 MW and 300 MW, respectively, by quoting Rs 2.55 per kWh.

In January 2024, results were announced for GUVNL’s auction to develop 500 MW of grid-connected wind-solar power projects. By quoting Rs 2.99 per kWh and Rs 3.04 per kWh, KPI Green Energy and Juniper Green Energy have won 50 MW and 150 MW, respectively.
