Oil India invites bids for 1 MW green hydrogen project

Oil India Limited (OIL) has issued a request for proposals to set up a 1 MW green hydrogen project. To be located in Himachal Pradesh, the project will have a generation capacity of 17 kg per hour.

According to the tender guidelines, the bidders are required to furnish Rs 13.5 million as an earnest money deposit. The developer is required to submit performance bank guarantee equaling 10 per cent of the contract value. The bid submission deadline is January 15, 2024.

The unit should be engineered to operate for a minimum of 8,000 hours annually, running at full capacity. To be eligible, prospective bidders must be either manufacturers or channel partners of manufacturers specializing in water electrolyzer technologies, such as anion exchange membrane, proton exchange membrane, alkaline membrane solid electrolyzer, or solid oxide electrolyzer. They are also eligible to submit bids if, within the past ten years, they have supplied a minimum of one unit of electrolyzer utilizing water electrolysis technology in India. Additionally, the supplied units should have been in operation for a minimum of three months before the bid closing date. Prospective bidders are required to have a joint undertaking agreement with either an Indian or international manufacturer or channel partner that satisfies the technical criteria for supplying electrolyzers. This agreement must remain valid for a minimum of five years from the initial bid closing date. To qualify for this tender, bidders must be registered in India and ensure a local content of at least 20 per cent for the offered services.

In September 2023, NTPC Limited signed a MoU with OIL to investigate collaboration in green hydrogen and its derivatives, renewable energy, geothermal, and decarbonisation initiatives.
