SECI issues tender for 1.35 GW wind projects

The Solar Energy Corporation of India (SECI) has issued request for proposals for developing 1,350 MW inter-state transmission system (ISTS) connected wind projects, tranche-XVI with a greenshoe option of additional 700 MW. The projects will be situated in Gujarat, Karnataka, and Rajasthan with a capacity of 1,000 MW, 250 MW, and 100 MW, with greenshoe option of 500 MW, 150 MW, and 50 MW, respectively.

According to the tender guidelines, the bidders are required to submit Rs 1.26 million per MW per project as an earnest money deposit. The developers are required to submit Rs 3.16 million per MW per project of allocated capacity as performance bank guarantee. The bid submission deadline is January 10, 2024.

The developer will enter into 25-year power purchase agreement with the SECI. The project developer must abide by the applicable grid code, grid connectivity norms, communication system laws, and other rules issued by the relevant commissions and Central Electricity Authority in order to connect to the grid and measure electricity. These requirements are subject to change over time. The ISTS connection should have at least 220 kV voltage level. Additionally, under the tender, only wind-turbine models issued by the Ministry of New and Renewable Energy, listed in Revised list of Models and Manufacturers will be allowed.

Recently, in December 2023, SECI issued RfPs for selection of renewable power developers for delivering 1,000 MW ISTS connected firm and dispatchable power anywhere in India. In October 2023, SECI issued RfPs for setting up 2,000 MW of ISTS connected wind-solar hybrid projects under tranche VII.
