REC Power Development and Consultancy Limited (RECPDCL) has issued a request for proposals (RfPs) for selection of a transmission service provider (TSP) for setting up an inter-state transmission system (ISTS) to evacuate power from 5,500 MW renewable energy projects. The power will be evacuated from Rajasthan’s renewable energy zone, phase IV.
The scope of work of TSP includes ensuring compliance of the design, construction, and testing of project equipment, facilities, parts and systems with the transmission service agreement and government regulations. Additionally, the TSP is obligated to obtain a transmission license. Following a period of 35 years from the project’s initiation, the TSP is required to oversee the transfer of all project assets, encompassing substation land, right of way, and clearances, to the Central Transmission Utility (CTU) or its assigned successors. The designation of the specific agency for this transfer will be decided by the government.
The assigned ISTS customers are required to remit the transmission charges through the CTU, in accordance with the regulations set forth by the Central Electricity Regulatory Commission that govern the distribution of inter-state transmission charges and losses. Within 10 days from receiving the letter of intent, the developer is required to furnish Rs 890 million as a performance bank guarantee. The bid submission deadline is December 1, 2023. Additionally, the project must be commissioned within 24 months of receiving the work order.
In August 2023, RECPDCL issued RfP to set up 100 MW inter-state transmission system connected wind power projects in India.
