MPUVNL issues tender for 670 MW solar projects

Madhya Pradesh Urja Vikas Nigam Limited (MPUVNL) has issued a request for proposals (RfPs) for selection of renewable power generators to develop grid-connected 670 MW solar power projects under Component C of the Pradhan Mantri Kisan Urja Suraksha evam Utthan Mahabhiyan (KUSUM) programme. The energy from the projects will be delivered to the Madhya Pradesh power Management Company. The bid submission deadline is October 10, 2023.

According to the tender guidelines, the scope of work under the project includes design, engineering, supply, construction, erection, testing, commissioning, bays construction and switchgear at the substation. The bidders are required to look after operations and maintenance for power purchase agreement (PPA) period of 25 years. The bidders are also required to furnish a bid security equaling Rs 100,000 per MW of the allocated capacity. Within 30 days of receiving the letter of award, the developers are required to submit a performance bank guarantee equaling Rs 500,000 per MW.

For a substation or project, the bidders are allowed to submit only single bid. All target feeders that come from a single substation will be considered as one collective project, and the combined bid capacity in MW for that particular substation will also be treated as one project. Furthermore, during the PPA period, the generator is required to maintain annual capacity utilisation factor of 15 per cent. A Rs 10.5 million central financial assistance will also be provided for the project.

In June 2022, MPUVNL called for bids to install 35 MW of grid-connected rooftop solar systems. In May 2022, MPUVNL requested bids for 1,250 MW of grid-connected solar power projects at various locations in Madhya Pradesh under Component C of the PM-KUSUM.
