Hindustan Petroleum Corporation Limited (HPCL) has floated two empanelment tenders for engineering, procurement, and construction (EPC) and supply of modules. Out of the two tenders, one is to empanel EPC and operations and maintenance (O&M) for setting up solar projects, while the other tender is for appointing module suppliers to procure solar modules.
The EPC tender involves three empanelment categories. Category A includes projects which are equal to or below 100 MW and must be implemented in two years from the date of letter of award. Projects in category B should be between 100 MW to 500 MW and they must be executed in timeframe of two years and four months. While the third category consists of projects which must be more than 500 MW and should be commissioned in two years and six months. The successful bidder is required to look after O&M for a period of three years.
The bidders involved in the original equipment manufacturing of polycrystalline, monocrystalline, half-cut, mono-perc, bi-facial and thin film solar modules can take part in the bidding for the solar module tender. According to the tender guidelines, the bidders are required to have an annual manufacturing capacity of minimum 500 MWp and they should have produced and supplied modules of at least 25 MWp capacity for a project in last three years. Furthermore, the successful bidder should provide a minimum warranty period of ten years to the EPC supplier. Additionally, a module capacity of at least 540 Wp is required for empanelment of a solar module.
For both the tenders, the empanelment will be done across India which will remain for a period of two years. The bid submission deadline is August 23, 2023.
