NHPC seeks bids for 3 GW of ISTS-connected solar projects

NHPC Limited has issued a request for proposals to identify developers for 3,000 MW of interstate transmission system (ISTS)-connected solar power projects across the country. According to the tender guidelines, the bidders must submit offers for a minimum capacity of 50 MW and subsequent multiples of 10 MW. A bidder may offer to develop projects in numerous sites, each with a minimum capacity of 50 MW and a total capacity of no more than 1,000 MW. Bidders must submit an earnest money deposit of Rs 560,000 per MW of the quoted capacity, subject to a minimum of Rs 30 million and a maximum of Rs 100 million.

As a performance bank guarantee, the selected bidder must provide an amount equal to Rs 1.677 million per MW of assigned capacity for each project. The project must be completed within 18 months of the signing of the power purchase agreement (PPA). This tender will not evaluate projects that have already been commissioned.

Only commercially established and operational technologies can be employed to reduce technology risk and ensure project completion on schedule. Bidders must have a minimum annual turnover of Rs 5.7 million per MW of the specified capacity during the previous fiscal year to be eligible. The deadline for submitting proposals online is August 3, 2023.

In June 2023, NHPC Limited and Kerala State Electricity Board Limited signed a Memorandum of Understanding under which NHPC will provide consultancy services to KSEB as its owner’s engineer for vetting of design of KSEB’s ongoing projects as well as of projects in the pipeline.
