South East Central Railway has requested proposals for the state by state empanelment of agencies to develop grid-connected rooftop solar projects totaling 2.185 MW at various locations in the Raipur Division through public-private partnership and on a design, build, finance, operate, and transfer basis. Within 240 days of receiving the work order, the projects must be commissioned. In addition, the developers must provide full operation and maintenance services for a period of 25 years.
According to the tender guidelines, the bidders must provide a deposit of Rs1.07 million per MW of quoted capacity. Within 30 days after signing the power purchase agreement (PPA), the successful bidders must submit a performance security of Rs 1.6 million per MW of the specified capacity. Within 30 days of signing the PPA, the successful bidders must pay a bid process administration charge of Rs 75,000 per MW of allocated capacity. The empanelment will be effective for one year, with a one-year extension possible based on the developer’s performance and requests from zonal railways.The deadline for proposal submissions is July 18, 2023.
In April 2023 The Indian Railways issued a request for proposals for establishment of a 1 MW rooftop solar plant at a facility in the Central Railway’s Nagpur Division. The project will be carried out in the form of a ‘Public-Private Partnership’ and will adhere to the design, construct, finance, operate, and transfer (DBFOT) paradigm. The selected solar power developer will be responsible for the solar PV system’s design, engineering, procurement, erection (including civil and structural works), installation, testing, and commissioning.
Also, in March 2023, South Eastern Railway floated bids for empanelment of agencies to implement rooftop solar projects totaling 2.3447 MW in Odisha and 1.4738 MW in Jharkhand. According to the tender guidelines, the developers must provide comprehensive operation and maintenance services for a period of 25 years.
