Haryana invites bids to procure 500 MW of solar power

The Haryana Power Purchase Center (HPPC), a joint forum of Uttar Haryana Bijli Vitran Nigam (UHBVN) and Dakshin Haryana Bijli Vitran Nigam (DHBVN), has invited bids for 500 MW of solar power from grid-connected solar projects in Haryana. The bid submission deadline is May 24, 2023. As per the tender guidelines, the bidders must deposit Rs 10,000 per MW plus 18 per cent GST as a bid processing fee. Additionally, they must provide an earnest money deposit of Rs 800,000 per MW.

After issuing the letter of intent and before signing the power purchase agreement (PPA), the winning bidder will be required to provide a bank guarantee of Rs 2 million per MW. HPPC has set a ceiling tariff of Rs 3.38 per kWh for the tender. With the winning bids, HPPC will sign PPAs that will last 25 years from the solar projects’ start of commercial operation. The solar developer must commission the project within 18 months from the date of signing the PPA.

According to the terms of the PPA that will be signed between the solar power developer and PPC, the developer will be in responsibility for the design, financing, procurement of land, engineering, acquisition, construction, operation, and maintenance of the projects. The project chosen under this tender for an aggregate capacity of 500 MW will be installed anywhere in Haryana, with a maximum of 10 MW from a single developer. Only commercially established and operational technologies can be used to reduce technology risk and ensure project commissioning on schedule.
