APDCL issues a tender to develop 200 MW of solar projects in Assam

Assam Power Distribution Company Limited (APDCL) has issued a request for proposals (RfP) for the purchase of  200 MW of power from solar projects to be developed in Assam. APDCL has set a ceiling tariff of Rs 4 per kWh. The power purchase agreement (PPA) will be valid for 25 years. The projects should be commissioned within 18 months from the date of execution of the PPA.  The bid submission deadline is March 14, 2023. 

As per the tender guidelines, the developers must provide five years of comprehensive operations and maintenance services. The cost of the bidding documents is Rs 29,500. Furthermore, the bidders must furnish an earnest money deposit of Rs 806,000 per MW. Also, the winning bidders must remit Rs 2.02 million per MW as a performance bank guarantee. In order to reduce technology risk and complete the projects on schedule, the tender’s regulations dictate that only commercially established and operational technologies may be used. The declared capacity utilisation factor must not be less than 16.21 per cent per annum.

In November 2022, APDCL announced a tender to procure energy from 100 MW of grid-connected floating solar projects that will be constructed on various water bodies across the state and operated for 25 years.
