Empanelment bids invited for rooftop solar projects by West Central Railway’s Jabalpur division

The West Central Railway’s Jabalpur Division has invited bids for state-wise empanelment of agencies to implement 12 MW grid-connected rooftop solar projects in Jabalpur, Bhopal, and Kota, Madhya Pradesh, and Kota, Rajasthan. The empanelment will last one year from the date the letter of award is issued. Each bidder is required to pay Rs 34,810 for the cost of the bid document. According to the tender guidelines, the successful bidder must sign a power purchase agreement (PPA) and operate and maintain the project for a period of 25 years. In addition, the successful bidder must provide Rs 1.07 million per MW as an earnest money deposit.

Furthermore, within 30 days of signing the PPA, the successful bidder must provide Rs 1.6 million per MW as performance security. According to the tender terms, the project developers will only supply power to the zonal railways through a net metering system. Also, net metering provisions will be included in the PPA in accordance with the respective states norms and regulations or as mutually agreed upon by Zonal Railways and SPD.

Recently in January 2023, the Eastern Railways issued a request for proposals to install 1.9 MW of grid-connected rooftop solar systems across multiple sites in West Bengal’s Sealdah division. The scope of work entails conducting a survey, designing, fabricating, supplying, installing, testing, and commissioning 38 units of 50 kW grid-connected rooftop solar systems for three-phase 50 kW power with voltage ranging from 200V to 1,000V. The bid submission deadline is February 9, 2023.

Additionally, in August 2022, a MoU was signed between The Energy and Resources Institute (TERI) and REMC for development of green projects of the Indian Railways. Under the MoU, the two organisations intend to work collaboratively on green initiatives, performance audit, energy efficiency projects, and research work related to railway net-zero targets. REMC is a joint venture of the Ministry of Railways and RITES Limited.
