The Ministry of New and Renewable Energy (MNRE) has notified amendments in the provisions for tender for empanelment of vendors under Component B of PM KUSUM scheme. The rates arrived at in the centralised tender will serve as ceiling for any bids called by the state implementation agencies (SIA). However, SIAs may decide to bring their own bids in the following three scenarios.
One, SIA can decide to install pumps of capacities for which prices were not discovered in the centralised tender for that state/ UT. If the prices of pumps of these capacities have been discovered in the neighbouring state/ UT, the same will serve as ceiling price. Two, if there is any change in the law or rules in a particular state or UT as that is likely to affect the prices of solar pumps in that state. Three, if enough vendors are not available through centralised tendering or if these tenders are not able to complete the installation on time.
Also, the MNRE has listed that it has been decided that if any vendor after getting empaneled, does not go forward with the installation of pumps then such vendor will be blacklisted for a period of five years.
