KSEB floats bid for meeting RPO targets

Kerala State Electricity Board (KSEB) has requested bids for short-term procurement of solar, wind, and hydropower to meet its Renewable Purchase Obligations (RPO) target from November 1, 2022, to May 31, 2023. KSEB intends to purchase 140 MW of solar power, 100 MW of wind power, and 100 MW of hydropower. According to the tender guidelines, bidders need to submit an earnest money deposit of Rs 30,000 /MW per month. Also, successful bidders must furnish Rs 200,000/MW per month of the contract period within seven days from the selection date of successful bidders. For all projects, the minimum bid quantity is 10 MW.

The KSEB interconnection with the Central Transmission Utility in the southern region will be considered as the inter-state transmission delivery point. The pooling substation will be considered as the intra-state transmission delivery point. All payments that are more than 30 days past their due date will be subject to a 15 percent annual surcharge. This surcharge would be calculated daily for each day of the delay. Both parties would ensure that actual scheduling does not deviate from the approved open access monthly by more than 15 percent.

The bid submission deadline for solar projects is September 12, 2022. Bids for wind and hydropower projects must be submitted by September 13, 2022.
