MNRE issues draft guidelines for solar modules manufacturing

The Ministry of New and Renewable Energy (MNRE) has released draft guidelines for implementing the second phase (Tranche II) of the Production-Linked Incentive (PLI) programme under the ‘National Program on High-Efficiency Solar Modules,’ with the vision of attaining gigawatt-scale high-efficiency solar module manufacturing capacity. The programme intends to increase domestic manufacturing of high efficiency solar modules in India and minimise the renewable energy sector’s import dependence.

According to the guidelines, Rs 120 billion has been set up for companies developing vertically integrated polysilicon, wafer, cell, and module capacities. Wafers, cells, and modules capacity has been allocated Rs 45 billion, while cells and modules capacity has been allocated Rs 30 billion. Along with the initial Rs 45 billion allocation, the Budget 2022-23 proposed an additional allocation of Rs 195 billion to expand the manufacturing base for solar modules by fully integrating manufacturing units from polysilicon to solar modules.

In March 2022, the Union Minister for Power and New and Renewable Energy mentioned that MNRE announced the following programmes to encourage public se
