The Gujarat Urja Vikas Nigam Limited (GUVNL) has requested proposals to purchase power from 500 MW of grid-connected wind power projects (Phase-IIl) through a competitive bidding process, with a greenshoe option for an additional 500 MW capacity. The bid submission deadline is June 15, 2022. As per the tender guidelines, to be eligible for the bidding process, the bidders must submit a Rs 1 million earnest money deposit per MW (inclusive of 18 per cent GST). At the time of signing the power purchase agreement (PPA), the winning bidder will be required to provide a Rs 2 million per MW performance bank guarantee (inclusive of 18 per cent GST).
Furthermore, the minimum capacity a bidder can bid has been set at 25 MW. GUVNL will enter into PPAs with winning bidders for a period of 25 years, beginning with the project’s anticipated commercial operating date or full commissioning date, whichever occurs earlier. Only certified wind turbine models from the Ministry of New and Renewable Energy’s Revised List of Models and Manufacturers will be allowed. Projects under construction, projects that have not yet been commissioned, and projects that have been commissioned but have no long-term PPA with any agency and are selling power on a short-term or merchant plant basis will all be evaluated.
In April 2022, GUVNL issued a request for selection to developers for the procurement of power from 500 MW of solar projects in Phase XIV, with a greenshoe option of up to 500 MW of extra capacity. According to the reports, GUVNL plans to purchase solar power to meet its renewable power purchase obligation as well as future requirements of distribution companies.
