RUMSL floats a tender to set up 750 MW wind-solar hybrid power projects

On behalf of Madhya Pradesh Power Management Company Limited (MPPMCL), Rewa Ultra Mega Solar Limited (RUMSL) – the joint venture between the Solar Energy Corporation of India (SECI) and the Madhya Pradesh Urja Vikas Nigam Limited, has issued a request for proposal for the development of 750 MW grid-connected wind-solar hybrid power projects in Madhya Pradesh.

As per the tender guidelines, to be eligible for the bidding process, the bidder can bid for a minimum of 15 MW and a maximum of 750 MW of capacity. The solar component’s rated contractual capacity must be between 33 and 36 per cent of the total capacity of each project. At least seven days before the power purchase agreement (PPA) is signed, the winning bidder must submit a performance bank guarantee (PBG) of Rs 1.73 million per MW. Liquidity costs of 1 per cent of PBG will be imposed on a per-day basis for delays of up to one month from the due date of PBG submission. The winning bidder will be required to sign a 25-year PPA with MPPMCL. The bid submission deadline is June 1, 2022.

In November 2021, NTPC Renewable Energy Limited signed a power purchase agreement and other project agreements with Indian Railways, MPPMCL, and RUMSL for 325 MW solar projects at Shajapur Solar Park in Madhya Pradesh. In the RUMSL’s auction held in July 2021 for 450 MW of solar projects at Shajapur Solar Park in Madhya Pradesh, NTPC Renewable Energy won a capacity of 105 MW at Rs 2.35 per kWh and a capacity of 220 MW at Rs 2.33 per kWh.
