The Assam Power Distribution Company Limited has floated a tender for off-grid rural electrification using 71,199 standalone solar systems on a turnkey basis under the Pradhan Mantri Sahaj Bijlee Har Ghar Yojana (SAUBHAGYA) initiative. The estimated cost of the project is Rs 50,000 per system. The scope of work comprises site survey, planning, design, engineering, assembly manufacturing, testing, supply, loading, transportation, unloading, insurance, handling, storage, installation, testing, commissioning, and documentation of all items required to complete the installation of the standalone solar systems. The winning bidder will also be responsible for the operations and maintenance of the system for five years.
The bid submission deadline is September 28, 2021. The project must be completed before December 31, 2021.
To be eligible, the bidder must have successfully executed the design, installation, and commissioning of solar street lighting systems, solar home lighting systems, off-grid-solar projects, or grid-connected solar projects in the last seven years. In addition, prospective bidders must provide Rs 2.5 million as an earnest money deposit. Micro and small enterprises (MSEs) have been exempted from paying the EMD. As a performance bank guarantee, the winning bidder will be required to provide 3 per cent of the total order value.
In February 2021, the Assam Power Generation Corporation Limited invited bids for the development of 25 MW of grid-connected solar projects at the Namrup Thermal Power Station. In January 2021, the Asian Development Bank approved a loan of $231 million for the development of the Lower Kopili hydroelectric power project in Assam. The project is located on the Kopili river and will have a capacity of 120 MW and will be developed by the Assam Power Generation Corporation Limited.
