REC invites bids for services of owner’s engineers for ISTS-connected solar projects in Karnataka

The REC Power Distribution Company Limited (RECPDCL) has floated a tender to hire empanelled owner’s engineers to provide project cost estimation and financial analysis services. The services are expected to help RECPDCL in participating in the competitive bidding process for interstate transmission system (ISTS)-connected solar projects in Karnataka. The scope of work under the tender involves preparing bills of quantity, estimation of project cost, and financial analysis. Additionally, developers would be required to estimate transmission lines with suitable voltage level, auxiliary consumption, transmission line losses, route survey, and also estimate the cost for power evacuation and land site visits. There will be no earnest money deposit for participation, rather, the winning bidder will have to pay a performance bank guarantee amounting to 3 per cent of the work order value to the RECPDCL. The deadline for the submission of bids is January 29, 2021.

 

The tender document specifies that 20 per of the payment due will be given to the successful bidder with the submission of the preliminary report after the site visit, and 50 per cent of the payment when the bid proposal is submitted. Of the remaining amount, 20 per cent will be paid when the bid proposal is accepted by RECPDCL, and 10 per cent will be paid when the auction is completed. The tentative bid capacity is set at 200 MW; however, this may change at the time of bidding.

The RECPDCL has been increasingly participating in solar tenders as it aims to improve its solar portfolio. In October 2020, the company invited bids for the empanelment of the owner’s engineer for ground-mounted solar, rooftop solar, floating solar, hybrid, and storage projects across India.
