The Electricity Department of Puducherry has issued a tender for empanelment ofcontractors to set up 30 MW of grid-connected rooftop solar capacity. This capacity will be set up with a net metering facility on selected residential buildings with a capacity ranging from 1 kW to 500 kW for each building. The projects will be developed on a capital expenditure model under the second phase of the grid-connected rooftop solar programme of the Ministry of New and Renewable Energy (MNRE). In addition to site survey, design, installation, supply, erection, testing, and commissioning of the rooftop solar capacity, the awardee must also be in charge of the operation and maintenance (O&M) of the projects for five years. Interested bidders must submit an earnest money deposit (EMD) of Rs 200,000 million. The deadline for submission of bids is November 20, 2020.
In May 2019, the Joint Electricity Regulatory Commission (JERC) for the state of Goa and other Union territories (including Puducherry) had issued a draft for net metering regulations. The aim of the draft was to promote the development of rooftop solar capacity at the location. Under the draft, solar projects of capacity up to 500 kW at a single location would be eligible for grid-connectivity. Consumers can generate solar power for self-consumption and can feed the excess solar power to the grid. The solar capacity to be installed for a consumer must not exceed their contract demand or sanctioned load.
