Central Electronics Limited has invited bids for the supply of 300,000 muti-cystalline solar cells of wattage more than 4.52 W. As per the tender, the size of the cells must be 156.75 x 156.75 mm +/-0.25 mm or 157 x 157 mm +/-0.25 mm and must have five bus bars.The cells must be free from chipping, micro-cracks, colour variation, and there must be no discontinuity of metal printing lines.The deadline for submission of bids is June 27, 2020.
Domestic cell manufacturers which meet the Ministry of New and Renewable Energy’s domestic content requirement will be eligible for bidding. The supplier will also need to confirm that the supplied modules manufactured using the suppler cells conform to IEC standards, and the same shall be tested by government accredited labs. The bidder should have an in-house manufacturing capacity of multi-crystalline solar cells of at least 30 MW per year.Furthermore, inspection will be carried out by by CEL representatives in CEL premises or supplier’s works. All testing arrangements shall be the responsibility of the vendor and CEL reserves the right to inspect the material during manufacturing and/or before dispatch as per specifications and test protocols.For approved vendors, cell lots will be rejected if more than 3 per cent of cells in the lot are defective. CEL also said that cell lots would also be rejected if the total power of the modules made with these cells was over 2 per cent lower than the sum of the power mentioned on the specification sheets of the individual cells used in it.
Recently, Bharat Heavy Electricals Limited (BHEL) also floated a tender for manufacturing and supply of 12 million multi-crystalline solar cells. These cells are to be of BHEL’s technical specification of 156.75 mm-5BB-4.62 Wp. Both international and domestic manufacturers are allowed to bid against this tender and all prospective bidders must specify the country of origin since the safeguard duty will be applicable.
