BHEL floats tender for 12 million solar cells

Bharat Heavy Electricals Limited (BHEL) has floated a tender for manufacturing and supply of 12 million multi-crystalline solar cells. These cells are to be of BHEL’s technical specification of 156.75 mm-5BB-4.62 Wp. The last date for bid submission is June 12, 2020. The deadline for delivery of cells is July 31, 2020 for the first 4 million cells, while the remaining 8 million cells can be delivered by September 30, 2020.

As per the tender guidelines, BHEL reserves the right to split the purchase order between the L1 and L2 bidder in the ratio of 60:40. However, for that, the L2 bidder must accept to supply the solar cells as per the L1 negotiated price.In order to be eligible, the vendor should have supplied at least 10 million pieces of 156 to 157 mmmulti-crystalline silicon solar cells to domestic or international photovoltaic module manufacturers of a country other than the country of origin of the vendor in the past two years.The vendor should also have a minimum of 300 MW of annual in-house crystalline silicon solar cell manufacturing capacity.The vendor should also have supplied one million units of multi-crystalline silicon solar cells in the last two years.Both international and domestic manufacturers are allowed to bid against this tender and all prospective bidders must specify the country of origin since the safeguard duty will be applicable. Foreign vendors need to supply the first 4 million solar cells by air and the next 8 million by sea.
