The Haryana state government has issued an expression of interest for 279 MW of solar projects under the PM-KUSUM programme. The Uttar Haryana Bijli Vitran Nigam Limited and the Dakshin Haryana Bijli Vitran Nigam Limited has invited substation-wise expression of interest from developers for setting up decentralised grid-connected solar power projects of capacity between 500 kW and 2 MW. The solar power projects will be installed within a 5 km radius of a substation and the solar power generated will be purchased by the distribution companies at a pre-fixed tariff of Rs 3.11 per kWh that has been determined by the Haryana Electricity Regulatory Commission.
In January 2020, the Ministry of New and Renewable Energy had issued a clarification for the PM-KUSUM programme which states that the distribution companies can pass on the procurement-based incentive given to them by the central government under Component A of the programme to the renewable energy project developers to get a more competitive tariff. As per the clarification, the implementing agencies can invite a single bid under Component A of the programme based on a pre-fixed levelised tariff for the installation of projects for all the distribution sub-stations in the state or within the distribution company’s area of operation.
