The Rajasthan Electricity Regulatory Commission (RERC) has found that the state disoms’ method of calculating wheeling charges, considering 100 per cent capacity utilisation factor (CUF) for solar and wind projects, for six independent power producers is contrary to its wheeling and banking agreement norms. The wheeling charges levied were five times higher than those prescribed in the terms and conditions of the agreement. Until November 2017, the discoms had levied wheeling charges based on the units of energy wheeled. Then from December 2017, they imposed wheeling charges considering 100 per cent CUF, as against the normative CUF of 20 per cent specified by the commission.
