Centre approves development of 14 MW solar PV project in Jammu and Kashmir

The Central government has approved development of the 14 MW solar PV power project with aggregate battery storage capacity of 42 MW at Leh and Kargil districts in Jammu and Kashmir under the Prime Minister Development Package- 2015.

The plants of capacity 7 MW each will be set up at Leh and Kargil along with battery storage of 21 MW each on build, own and operate basis. The land for setting up solar power projects will be facilitated by Ladakh Renewable Energy Development Agency and Kargil Renewable Energy Development Agency.

The SECI will be the implementing agency for the projects and will also provide project management consultancy (PMC) services for the entire project including the process of finalisation of detailed project report, selection of solar project developer, project management till testing, commissioning, and execution of the project by the project developer. It will also be responsible for releasing VGF and will also monitor the performances post commissioning of the projects.

The estimated total central financial assistance is about Rs 1.87 billion which includes VGF amount of Rs 1.82 billion and SECI’s PMC charges of 3 per cent of total VGF disbursed. The upper limit of VGF is Rs 130 million for a 1 MW solar project with battery storage of 3 MW. The SECI will release 50 per cent of VGF after the supply of equipments at project site and the remaining 50 per cent of VGF will be given after the successful commissioning of the project. The projects will be commissioned within 18 months from the award of order.
