SECI invites RfS bids in three packages for 7,500 MW solar PV projects in Jammu and Kashmir

The Solar Energy Corporation of India (SECI) has invited Request for Selection bids in three packages (Packages A, B and C) for solar photovoltaic (PV) projects of capacity 7,500 MW to be set up at Leh and Kargil in Jammu and Kashmir under phase 1. The packages are as follows:

  • Package A comprises a single project of capacity 2,500 MW to be set up in Kargil district.
  • Package B comprises a single project of capacity 2,500 MW to be set up in Block-1 in Leh district.
  • Package C comprises a single project of capacity 2,500 MW to be set up in Block-2 in Leh district.

SECI will be the implementing agency of these projects and will sign a power purchase agreement (PPA) with the successful bidder for a period of 35 years from the scheduled commissioning date. According to the tender documents, the solar power developers must bid for a minimum capacity of 2,500 MW and a maximum capacity of 5,000 MW. Also, the developers must achieve financial closure within 24 months from the effective date of the PPA.

The project is being implemented as Phase I of the scheme for development of 23 GW of grid-connected solar PV projects in the Leh and Ladakh regions of Jammu and Kashmir on build, own and operate basis. It also includes implementation of the power transmission and evacuation infrastructure up to the delivery point. The last date for submission of bids is April 30, 2019.
