Bid due date extended for 3 GW solar manufacturing capacity linked with PPAs for ISTS solar connectivity

The Solar Energy Corporation of India Limited (SECI) has further extended the Request for Selection (RfS) bid due date for development of 3 GW solar manufacturing plant linked with power purchase agreements (PPAs) for Inter-State Transmission System (ISTS) connected solar photovoltaic (PV) projects (for an aggregate capacity of 10 GW) in India on build, own and operate (BOO) basis under Phase I from November 12, 2018 to November 19, 2018.

Earlier, bids for developing 5 GW solar manufacturing plant linked with PPAs for ISTS connected solar PV projects were invited in May 2018. However, the capacity was reduced from 5 GW to 3 GW in September 2018. SECI will sign a PPA with the successful bidder for a period of 25 years within 90 days from the date of issue of Letter of Award (LoA).The solar power developer (SPDs) shall be selected through tariff based competitive bidding followed by e-reverse auction. The companies can bid for a minimum 2,000 MW capacity, pursuant to which capacity to produce 600 MW of solar components must be set up.

The scope of work involves setting up the manufacturing unit and the solar PV projects, as well as the transmission network up to the interconnection or delivery point. The solar PV power plant capacity allocated shall be commissioned in phased manner under Package I and Package II from the date of issuance of LoA. The successful bidder will be required to commission minimum 40 per cent (Package I) of the cumulative allocated capacity within 21 months from the date of PPA and the balance capacity (Package II) of the cumulative allocated capacity within 36 months from the date of LoA.
