Railway Energy Management Company Limited (REMCL) has invited bids in single stage two packet system (technical Request for Qualification [RfQ] and financial Request for Proposal [RfP]) for the development of aggregate 100 MW capacity of grid-connected solar PV rooftop projects at various zonal railways’ office buildings or stations. The bids have been invited on behalf of Indian Railways (IR). The projects will be developed on design, build, finance, operate and transfer (DBFOT) basis. There is no central financial assistance available for the projects.
The successful bidder will sign a 25 year PPA with the respective zonal railway organisations. As per tender guidelines, the developer will ensure proper transfer of all project components to Nodal Railway after 25 years that is, on expiry of PPA at no cost. The last date for bid submission is September 24, 2018.
