RfP bids invited for 750 MW grid interactive solar PV projects in Maharashtra

Maharashtra State Power Generation Company Limited (MSPGCL) has invited Request for Proposal (RfP) bids for implementation of 750 MW cumulative capacity grid interactive solar PV power plants at various locations in the state.

The scope of work involves design, engineering, manufacture, supply, erection, testing and commissioning to cater the AG feeder load of various substations. As per the tender document, MSPGCL has also given the “Greenshoe” option wherein the project developer can produce an extra 250 MW of solar power at the lowest quoted tariff.

MSPGCL has fixed Rs 3.25 per kWh as the upper tariff ceiling for the tender. A single bidder can bid for the entire tendered capacity. However, to be eligible for bidding, a single has to bid for a minimum project size of 2 MW at a single location. In addition, all bidders will have to identify the land required for their projects within the periphery of 3 kilometres from a substation. MSPGCL has also provided a list of substations for bidders.

MSPGCL will sign the PPA for 25 years with successful bidders at the tariff rate discovered through the reverse bidding and the last date for bid submission is July 20, 2018.

On March 17, 2018, the Maharashtra government appointed MSPGCL as an implementing agency for “Chief Minister Solar Agriculture Feeder Scheme”. Accordingly, MSPGCL has planned to install 750 MW with additional 250 MW grid interactive PV solar power plants at various places in Maharashtra including 25 years of operation and maintenance of the same on PPP basis.
