MoP amends competitive bidding guidelines for power procurement from solar projects

The Ministry of Power (MoP) has amended the competitive bidding guidelines for the procurement of power from grid-connected solar photovoltaic (PV) projects. The amendments are as follows:

  • The land acquisition period for the projects has been increased from seven months to 12 months.
  • The time-period for attaining financial closure for the projects has been increased from seven months to 12 months from the date of execution of the power purchase agreement (PPA).
  • The timeframe for the commissioning of the project has been increased from 13 months to 21 months from the date of PPA execution. Meanwhile, thetimeframe of commissioning of projects of capacity 250 MW and above outside a solar park has been increased from 15 months to 24 months, from the date of PPA execution.

The ministry hopes that extensions will ensure timely project execution and lesser disputes between the developers and procurers due to time constraints or delayed project commissioning.
