MSEDCL tenders solar projects worth 1 GW capacity

The Maharashtra State Electricity Distribution Company Limited (MSEDCL) has rolled out tenders for the development of 1 GW of solar PV project capacity to be developed under the Mukhyamantri Saur Krushi Vahini Yojana. The projects will be located in 218 taluks across 20 districts in the state.

The developers would be required to design, finance, procure land and equipment, engineer, construct, operate, and maintain the solar PV projects. The projects will be connected to 11/22 kV level substations of MSEDCL and the responsibility of connecting the power plants with MSEDCL will rest on the bidders. The successful bidders will have to submit documentary evidence for securing connectivity with grid from MSEDCL within seven months from the date of signing of PPAs.

As per the tender guidelines, a single bidder can only bid for a minimum of 2 MW and a maximum of 10 MW capacity per taluka. The upper tariff ceiling has been set at Rs 3.30 per kWh by MSEDCL. MSEDCL will sign power purchase agreements (PPAs) with the successful bidders for a period of 25 years from the commercial operation date (COD) of the power projects. The developers would also have to maintain the minimum capacity utilization factor (CUF) limit, else pay a compensation fine as per the PPA.  However, MSEDCL can waive-off the penalty in the cases when the grid is not available for evacuation. For cases when the CUF is higher than the maximum limit specified, the developer can sell the excess generation to any other entity.

In the event of project commissioning delay of up to six months from the scheduled date of completion, MSEDCL will encash the performance bank guarantee (PBG) on a per day basis which will be proportionate to the non-commissioned capacity. For a delay of over six months, the tariff will be reduced at the rate of Rs 0.50 per kWh per day for the capacity not commissioned valid for the entire term of the PPA. The maximum time allowed for the commissioning of the project with encashment of PBG and reduction in the fixed tariff will be 25 months from the date of PPA or till the tariff reduces to zero.
